It is indeed a welcome gesture from the Council for Scientific and Industrial Research (CSIR). These changed rules will really encourage the Scientists and enhance their interest in doing cutting-edge research.
The comparative figures of India and China are really shocking in terms of Patent applications registered and the research papers published. But I think with the Sixth Pay commission being implemented the research institutions in India would be able to attract good and genuine scientists. This will again have a cascading effect and the private companies will be forced to increase their investment in R & D with the good scientists being attracted towards government research institutions.
At last, we can confidently tell the scientists to Go Back To The Lab and start working on a new Patent which will remain their own baby.
